PROBLEM TO BE SOLVED: To provide an execution method capable of quickly and easily constructing a lightweight filling having excellent strength and durability and having light load influenced on the environment in a filling construction site and to provide a method of manufacturing a civil engineering polyurethane foam capable of quickly and easily forming a polyurethane foam having excellent strength and durability in an optional size and shape and having lightweight load influenced on the environment in a place to be used. SOLUTION: Liquid for material use containing a polyisocyanate, an active hydrogen compound and a foaming agent is used, and the execution method of the filling formed in the filling construction site containing a foam layer consisting of the polyurethane foam uses a carbon dioxide in a supercritical, subcritical or liquid state as the foaming agent.
