PROBLEM TO BE SOLVED: To provide a patrol plan creation program and patrol plan creating device for creating a patrol plan that efficiently confirms parking violation vehicles by properly predicting the number of parking violation vehicles.;SOLUTION: The patrol plan creating device 100 is provided with a result accumulating part 112 for accumulating the result of controlling parking violations in the past prescribed time in each area and in each time zone, a predicted violation calculating part 113 for calculating the predicted parking violations to be controlled on a patrol date in each area and in each time zone on the basis of the result accumulated by the result accumulating part 112, and a patrol plan creating part 115 for selecting the area with the largest predicted violations to be controlled in each time band on the basis of the predicted violations to be controlled in each area and each time zone calculated by the predicted violation calculating part 113 and patrolling the selected area in the time zone.;COPYRIGHT: (C)2007,JPO&INPIT
