PPROBLEM TO BE SOLVED: To provide a base material for raising plants usable even in cold districts and excellent in workability and to provide a soil covering material having the base material. PSOLUTION: This base material 10 for raising plants is made by attaching second tape-like members 2 to a meshy base fabric 5 formed by weaving first tape-like members 1. One side of the meshy base fabric 5 is set with loops 6 of 8-20 mm height formed from the second tape-like member 2. The first tape-like member 1 has a thickness of 30-300 m and a width of 0.2-3 mm. A space between the tape-like members 1 in the meshy base fabric 5 is 1-5 mm and a rate of hole area of the meshy base fabric 5 is 30-70%. The second tape-like member 2 has a thickness of 20-200 m and a width of 1.0-4.0 mm.
