PROBLEM TO BE SOLVED: To provide a plant cultivation base material enabling allowing the utilization of clinker ash, and to provide a soil dressing spraying method or thick layer base material spraying method each using the above base material. SOLUTION: This plant cultivation base material comprises 30-90 wt.% of bark compost, =50 wt.% of peat moss, 1-50 wt.% of soil and 1-50 wt.% of clinker ash. The other objective fertile soil spraying method or thick layer base material spraying method is characterized by comprising mixing waster with a binder as a mixture prepared by blending the above plant cultivation base material with a total of 100 pts.wt. of plant seeds, a fertilizer and an ash component and 10-50 pts.wt. of an additive comprising 1-20 wt.% of aluminum sulfate, 1-20 wt.% of calcium sulfate, 1-20 wt.% of silica powder and 10-80 wt.% of a cement component, and then spraying the ground with the resultant mixture.
