PROBLEM TO BE SOLVED: To provide an optical signal monitoring technology for specifying a degradation factor and/or measuring degradation quantity from an eye diagram.;SOLUTION: According to this invention, a degradation factor can be specified by image recognition from an eye diagram acquired by an optical monitoring apparatus. The apparatus in one embodiment of this invention is provided with an eye diagram acquisition means for acquiring an eye diagram from an optical signal of an optical network, a parameter extraction means for extracting a parameter correlated with a degradation factor from the acquired eye diagram and a degradation quantity calculation means for specifying the degradation factor from the extracted parameter and obtaining the degradation quantity.
