PROBLEM TO BE SOLVED: To provide a device for circulation of water and collection of water blooms and oil, capable of changing from its usual operation for circulating and cleaning water of a harbor or the like by using natural energy such as wind power, wave power, and sunlight, to its emergency operation where, when the growth of the water bloom, oil leakage accident or the like occurs, the water bloom or oil is collected after the device is moved to the locale in a hurry. SOLUTION: This device is provided with a sloped plate 3, which is inclined downward from the vertex part near the center of the device to the right and left sides. The vertex part has an opening 3a. Raw water supplied from the outside of the device passes through the opening 3a, flows downward on the upper surface of the sloped plate 3, and then is dashed back by a convergent wave. The wave-dashing action carries out water circulation, water diffusion, mixing and the like to perform water cleaning or the like. When the growth of a water bloom, oil leakage accident occurs and the water bloom or oil floats on the surface of water of harbor, etc., the device is moved to the locale in a hurry, and the water bloom or the water mixed with the oil is made to overtop the upper surface of a floating beach so as to be led into a cylindrical body.
