PROBLEM TO BE SOLVED: To provide a method and an apparatus for controlling blowing into a converter and a computer program which enable the carbon concentration of molten steel to match with the targeted carbon concentration, enable the charging time of auxiliary raw material such as cooling material to be ensured and the temperature of the molten steel to match with the targeted temperature and provide good accuracy of dynamic control.;SOLUTION: Processing procedure of a CPU in the apparatus for controlling blowing into the converter includes: a step (S2) for calculating the amount of oxygen to be blown and amount of auxiliary raw material to be charged; a step (S4)for determining a time T_SL necessary for the dynamic control based on the information including the determined amount of the auxiliary raw material to be charged and the targeted values of component and quantity of material; a step (S5) for calculating the oxygen amount O_SL at T_SL based on T_SL and the flowing speed of the blowing oxygen; and a step (S6)for determining as measurement timing, the time point for blowing the oxygen of the amount resulting from subtracting Q_SL from the amount of oxygen to be blown.;COPYRIGHT: (C)2008,JPO&INPIT
