To provide a static control method capable of setting a suitable temperature correction term in a heat balance calculation.SOLUTION: A static blowing control method calculates a supply oxygen amount for setting a molten steel component and a molten steel temperature at the end of blowing to target values and a charge amount of a cold material or a heating material by using a heat balance calculation and a material balance calculation. The heat balance calculation includes a temperature correction term. The temperature correction term is outputted by inputting a value reflecting the operation condition of blowing for calculation and the state of a converter to a learned model for outputting the temperature correction term from a value reflecting the operation condition of blowing and the state of the converter.SELECTED DRAWING: Figure 1
