PROBLEM TO BE SOLVED: To surely execute communication on a communication route bypassing a defective part even when any failure is generated in a part of the communication path.;SOLUTION: A router C is a router designated by the path control chart of a router A as the destination of transfer of an IP packet to a destination computer 18. In detecting the failure of communication through the router C to the destination computer 18, the router A transmits a bypass packet obtained by adding a header for designating a bypass router B as the destination, and for indicating that this packet is the bypass packet to the IP packet to be transmitted to the destination computer 18 to the bypass router B. The bypass router B is selected as a router capable of communicating with the destination computer 18 from routers B1,..., Bn.
