The present invention relates to a package having a child resistant and non-resistant mode of operation that includes a container (22) with a neck finish (26) with an open end, an outer surface (32) surrounding the open end and at least one first external engaging element (34) spaced from the open end. A cover (24) has a base part (44), a skirt (46) extending from the base part, and at least a second internal engaging element (48) on the skirt for engaging with the first external engaging element on the finish of the container neck in a child-resistant operation mode. The skirt containing the second coupling element is detachable from the base part of the lid to convert the lid from a child-resistant operating mode to a non-child-resistant operating mode. A first annular element (68) inside the skirt is arranged for engagement with the outer surface on the neck finish of the container to seal the package in the child-resistant mode of operation. A second annular element (70) is arranged radially into the first annular element for engaging with the open mouth of the container neck finish to secure the lid to the container neck finish to secure the lid to the container neck finish. in non-child resistant operation mode.
