The invention relates to a process and an installation for obtaining combustible hydrogen and industrial oxygen. According to the invention, the process consists in the electrolysis of an 85% concentration HPOfrom which there results combustible hydrogen. According to the invention, the installation comprises a unit (14) of electrolysis batteries, a unit (15) for venting radical gas of neutral phosphorus pentoxide, a group (16) of ionizing chambers, a group (17) for filtering-ventilating oxygen, an oxygen compression and shipping station (18), some groups 1 and 2 (19 and 20) for ventilating hydrogen, a station (21) for compressing-shipping hydrogen, a station (22) for water supply, two boilers (23) for vaporizing the water, a station (24) for supply of electric energy and a group (25) for automating the technological flux.
