An electrode for plasma in liquid (1) comprises an extended inner conductor (2); a dielectric (3) disposed upon the outer circumference of the inner conductor (2); and an outer conductor (4) disposed upon the outer circumference of the dielectric (3). The leading end portion (2a) of the inner conductor (2) is covered by the dielectric (3), electromagnetic waves are transmitted in either TEM mode or quasi-TEM mode, allowing stable generation of plasma in liquid even at low power levels, reducing the risk of defects occurring, and ensuring that the metallic components of the inner conductor (2) will not escape into the liquid.
