An electromagnetic wave absorbing and shielding material and a manufacturing method thereof are provided to maximize efficiency of absorbing and shielding the electromagnetic wave by forming a minute protrusion in a surface of the ultra thin absorbing layer. An electromagnetic wave absorbing and shielding material includes a substrate and an ultra thin absorbing layer. The substrate is made of single or alloy metal foil, a ferrite magnetic film, a macromolecular film, a fabric, a non-woven, or porosity sponge. The single or alloy metal foil is selected from the group comprised of pure iron foil, iron foil, aluminum foil, copper foil, nickel foil, tin foil, and the permalloy foil. The ferrite magnetic film is selected from the group comprised of Ni-Zn ferrite magnetic film, Ni-Cu ferrite magnetic film and the Mn-Zn ferrite magnetic film. The ultra thin absorbing layer is formed in one or both sides of the substrate. The ultra thin absorbing layer is made of the binary alloy or the ternary alloy.
