PURPOSE: A soft layer reinforcing device and a slope reinforcing method using the same are provided to effectively support a soft layer by securing enough space for filling a reinforcing grout in the soft layer. CONSTITUTION: A reinforcing device for a soft layer(10) comprises a body(100). The body is formed of a pipe with one end closed and the other opened. The body is inserted in the soft layer so that one end of the body is located inside the soft layer while the other is exposed to the outside of the soft layer, and is filled with a reinforcing material(G).
