PURPOSE: An organic/inorganic complex proton conductor is provided to ensure excellent proton conductivity in a wide temperature region and to manufacture an electrolyte film and an electrode for a fuel cell with excellent mechanical strength. CONSTITUTION: An organic/inorganic complex proton conductor comprises an inorganic ion conductor(10) represented by chemical formula 1: M_(1-a)N_aP_2O_7 and a hydrocarbon-based polymer(11). In chemical formula 1, M is oxidation number tetravalent metal element; N is alkali metal; and a is 0.01-0.7. The electrolyte film for a fuel cell includes the organic/inorganic composite proton conductor.
