The present invention relates to a platinum-manganese alloy cathode catalyst for a high activity fuel cell, wherein the platinum-manganese-based alloy particles having a weight ratio of platinum particles and manganese particles of 1: 0.05 to 0.8 are supported on a carbon support, the cathode according to the present invention. The catalyst contains less expensive platinum and has excellent activity, so that the catalyst can be used in fuel cells, particularly polymer electrolyte fuel cells, to improve the oxygen reduction reaction activity.
