PURPOSE: A voice activity detection system, a method thereof and a voice spectrum similarity are provided to improve voice detection performance under various noise environment. CONSTITUTION: A vowel feature storage(210) stores vowel feature information indicating a feature peak in a spectrum of vowel. A feature peak detector(212) extracts the peak carrying the energy which is larger than the predetermined threshold value in the feature peak. An acoustic receiver(230) receives the input sound signal of the waveform.
