The present invention provides a fuel cell system capable of suppressing freezing at a confluence where a supply gas meets a circulating gas when the system is operating, and a circulation non-calculation method of the system. In the fuel cell system, the circulating gas discharged from the fuel cell joins the supply gas from the gas supply source and is then supplied to the fuel cell. The ratio of the flow rate of the circulating gas to the flow rate of the supply gas is set in consideration of the latent heat of condensation of water vapor in the circulating gas. The ratio of the flow rate of the circulating gas to the flow rate of the supply gas may be set in consideration of the latent heat of condensation when calculating the heat balance at the confluence unit.
