PURPOSE: A security smart phone and key a control apparatus which utilize a short message service server for a protocol message in the internet and third-generation mobile radio communication network are provided to shorten a delay time by shortening an End-to-End transmission delay time. CONSTITUTION: A security smart phone(110) is mutually connected to a mobile switching center(MSC,112) through a third-generation base station(BS,111). The MSC is connected through a public telephone network(115). The MSC is connected to the Internet(116) using a third-generation access method. A key control apparatus(117) is connected to the Internet. The key control apparatus performs a private key management and security monitoring functions.
