The cutter (1) has two horizontal operating cutter wheels (3, 4) that rotate against each other. The wheels are driven by a drive shaft and a hollow shaft, which rotate in the opposite directions independent upon each other. The wheels are designed as circular disks with cutter arms that are attached at circumference in star shape. The wheels produce a cutting section, during rotation of the wheels against each other such as scissors and exhibit cutting edge geometry to cut a blade of grass that is held in a cutting area in a cutter edge.
