A housing (11) includes a main body part (11A) with a supply connection (15B), and a tank insertion part (11B) integrally formed with the body part. A return path (60A) is formed in the housing such that the path is in fluid communication with a pressure regulating device (70) and a discharge opening (24d) with each other. The insertion part of the housing is directly attached into a fuel tank (2) to supply the fuel in the tank by the connection while the insertion part is set to a preset pressure.
