A method for treating a pickled zirconium-niobium alloy surface to remove adherent niobium-rich second phase particles (SPP's)(involves application of a chemical composition (I) containing (a) alkaline hydrogen peroxide, (b) alkali metal metasilicate and (c) a magnesium salt. An independent claim is included for the composition (I), for use in removing the SPP's from the cleaned zirconium-niobium alloy surface.
