The device has an equipment box placed in an interior volume of a reservation (2). A projector (3) equipped with a Fresnel lens is placed on the interior volume of the reservation. A bollard (1) presents an opening (4) in a sheet that covers an angle ranging between 130 and 180 degrees along a zone, where the bollard is equipped with an bolting opening and a locking system (6) located on an upper face of the bollard for permitting access to the box. The opening in the sheet is closed by a translucent plate (5) ensuring an interior sealing of the bollard.
