The present invention relates to a ruthenium complex and a photoelectric component using the same, and the ruthenium complex is represented by the following formula (I):wherein L1is 2,2'-bipyridyl-4,4'-dicarboxylic acid, 2,2'-bipyridyl-4,4'-disulfonic acid or 2,2'-bipyridyl-4,4'-diphosphonic acid; L2is 2,2'-bipyridyl-4,4'-dinonyl or 2,2'-bipyridyl-4,4'-ditridecyl; A is X+R1R2R3R4, where X is N or P,; R1-R4are C1-20alkyl, phenyl or benzyl; R5is C1-20alkyl; and m is 1 or 2. The ruthenium complexes are suitable for a dye-sensitised solar cell (DSC). A dye solution comprising 0.01-1 wt % of a complex of formula (I) and an organic solvent is also outlined. Preferred complexes feature cis-di(thiocyanato)(2,2'- bipyridyl-4,4'-dicarboxylic acid)( 2,2'-bipyridyl-4,4'- dinonyl)ruthenium (II) with A as tetrabutylammonium, benzyltriethylammonium, tetrabutylphosphonium or 1-dodecylpyridinium.
