PROBLEM TO BE SOLVED: To be capable of stably performing tension control even if a control input signal used for the tension control of a material to be rolled is switched and stably performing the tension control of the material to be rolled.;SOLUTION: A pressure command correction amount learning unit 3 learns a coefficient of a relevant equation representing correlation between a pressure detection value obtained by a pressure detection unit 27 and a first pressure command value correction amount based on a load detection value calculated by a first pressure command correction unit 24 when there is no abnormality in a load detection value obtained by a load detection unit 28. A device of controlling tension of a material to be rolled 1 switches a pressure command value correction amount used by a pressure command calculation unit 20 from the first pressure command value correction amount calculated by the first pressure command correction unit 24 to a second pressure command value correction amount calculated by a second pressure command correction unit 25 based on correlation studied by the pressure command correction amount learning unit 3 when a normal load detection value cannot be obtained by the load detection unit 28. Since these correction amounts are correlated, the correction amount is not largely changed during switching.
