PROBLEM TO BE SOLVED: To provide a circuit-board layout evaluation apparatus and a method therefor having a function of searching for wiring through which it should be considered that signals are propagated via components.SOLUTION: The circuit-board layout evaluation apparatus comprises: a layout data reference unit; an evaluating object specifying unit that specifies wiring to be evaluated; a passive component extraction unit that extracts passive components connected to the wiring; a two-terminal electrical-net searching unit and a multi-terminal electrical-net searching unit that search for wiring through which signals are propagated via the passive components; and an evaluating unit that evaluates a circuit-board layout, taking into consideration the wiring for which the search was executed. The two-terminal electrical-net searching unit adds wiring, connected to terminals different from terminals connected to the wiring to be evaluated, to the wiring to be evaluated. The multi-terminal electrical-net searching unit removes terminals classified as non-propagating terminals among the terminals of the passive components, and adds wiring connected to the remaining terminals to the wiring to be evaluated. The evaluating unit performs evaluation, including the wiring added to the wiring to be evaluated.
