PROBLEM TO BE SOLVED: To detect home equipment subjected to network migration in old and new access networks having no ID system for managing the line or no commonality in the information specific to the line.;SOLUTION: When the state flag of home equipment 50 at the source of inquiry indicates a state "under NW migration", a remote setting system 10 downloads firmware for using an access network 2. When the home equipment 50 restarts to execute the firmware and transmits a setup request to a remote setting system 20, the remote setting system 20 returns the initial setting data, acquires the information specific to the line from the received setup request, reads out a service user identifier corresponding to the information specific to the line from a service management system 40 and transmits the service user identifier to the remote setting system 10.
