The user terminal transmits identification information for identifying a user and setting information of an access authority including an access request source that permits transmission and reception of information on the user. The user information management apparatus includes a first storage unit that stores information on the user associated with the identification information, and a second storage unit that stores the setting information of the access authority shared with another user information management apparatus.
