PROBLEM TO BE SOLVED: To provide a character existence determination method capable of determining whether a character exists in a prescribed area even when there is a positional deviation between a window area image and a reference image.;SOLUTION: The method includes a first determination step for calculating a difference image by subtracting the window area image from the reference image and determining whether a difference absolute value between an average value of a first side area of the difference image and an average value of a second side area facing the first side area of the difference image is beyond a first threshold value and below a second threshold value, and a second determination step for determining whether an average value of a center lateral area of the difference image is beyond a third threshold value and a standard deviation of the center lateral area of the difference image is beyond a forth threshold value, or an average value of the center longitudinal area of the difference image is beyond a fifth threshold value and a standard deviation of the center longitudinal area of the difference image is beyond a sixth threshold value.
