PPROBLEM TO BE SOLVED: To provide an aqueous polyisocyanate composition which is excellent in dispersibility in water and exhibits high crosslinking ability and high coating film hardness, and to provide an aqueous coating composition using the same as a curing agent. PSOLUTION: The aqueous polyisocyanate composition soluble or dispersible in water is obtained by mixing, in a mass ratio of 90:10 to 10:90, an aqueous polyisocyanate composition (A) and a polyisocyanate composition (B) containing no hydrophilic group which is derived from at least one or more aliphatic and/or alicyclic diisocyanates and satisfies a specific condition in the state where it does not contain a solvent, wherein the aqueous polyisocyanate composition (A) is represented by the structural formula: (X)SBm/SB-R-(NCO)SBn/SB(wherein X represents a hydrophilic group; m represents the number of hydrophilic groups; and R represents a residue except an isocyanate group in a polyisocyanate derived from at least one or more aliphatic diisocyanates and/or alicyclic diisocyanates); the mean isocyanate group number nSBM/SBis 2.3-10; and the mean isocyanate group number nSBM/SBand the mean hydrophilic group number mSBM/SBhave a relation of mSBM/SB/(mSBM/SB+nSBM/SB)=0.02-0.40.
