PROBLEM TO BE SOLVED: To automatically carry out a series of operations including retention of the gathered form of a tubular film 6 to cutting of a wound part of a binding film 81 so as to improve the manufacturing efficiency of a ball sealing part 82.;SOLUTION: A rotating ring 25 having an opening 26 is rotatably attached to a support frame 5. An original-fabric attaching roller 33, a tension roller 34, and a driven roller 35 are pivotally attached so as to be rotatable by horizontal shafts in the vicinity of the opening 26 of the inner surface of the rotating ring 25. A unit includes a rotary actuator 49, a feeding roller 48, a pressing plate 53, and a heater 55. The heater is provided so as to be able to be moved forward so that the peripheral surface of the feeding roller is brought into close contact with the peripheral surface of the driven roller. The original-fabric attaching roller 33 is rotated around the tubular film 6 sandwiched by the upper/lower side sandwiching members 11 and 12 of the supporting frames 4 and 5 and suspended from the left to the right so that the lateral center part of the tubular film 6 is wound by the binding film 81 fed from the original-fabric attaching roller 33.
