PROBLEM TO BE SOLVED: To carry out optimum control of hot water temperature with consideration to heat radiation in a hot water storage water heater.;SOLUTION: A hot water temperature model (1), a heat radiation amount model (6), and a stored hot water heating value model (2), or the like are stored in a model memory unit 251. A predicted air temperature acquiring part 213 acquires a predicted value of an air temperature every unit time, a predicted amount used acquiring part 215 acquires a predicted value of an amount used every unit time, and a predicted intake water temperature acquiring part 214 acquires a predicted value of an intake water temperature every unit time. In an optimum hot water temperature plan creating part 221, a hot water temperature in regard to each unit time is changed, the hot water temperature, the predicted value of the air temperature, and the predicted value of the amount used are applied to each model, and a plan of the hot water temperature wherein the heat radiation amount becomes minimum and an energy charge regarding heat radiation becomes minimum or an energy charge regarding heating becomes minimum is created.
