PROBLEM TO BE SOLVED: To provide an arrival time prediction device and an arrival time prediction method capable of improving convenience.;SOLUTION: In the arrival time prediction device 1, an action estimation part 107 estimates action of a user in the future on the basis of position information obtained by a position information acquisition part 101, user information obtained by a user information acquisition part 103, an action history of the user estimated by an action estimation part 107, and an action model stored in an action model stored part 106, a destination setting part 111 automatically sets the destination of the user on the basis of the estimated action, and an arrival scheduled time estimation part 112 estimates the arrival scheduled time at the destination. Accordingly, because the destination is automatically set on the basis of the action of the user to estimate the arrival scheduled time even when the user does not input the destination, the user is not required to input the destination.
