PROBLEM TO BE SOLVED: To readily and exactly detect a state of suffering-disaster of a monitoring object area without having the characteristic shape such as river management equipment.;SOLUTION: When an earthquake occurs, the monitoring object area immediately after the occurrence of the earthquake is imaged by a monitoring camera CM, after the imaged image data is converted into a grayscale image according to its lightness, then converted into binary image data according to a threshold V0, a "black pixel" corresponding to a recessed part of the monitoring object area is extracted from the converted binary image data to calculate its area M. Then, a difference value M-M0 between this calculated area value M and a reference value M0 stored in a memory 26 is calculated, the calculated difference value M-M0 is compared with a threshold d stored in a memory 27, in the case of M-M0d, it is judged that the monitoring object area of the river management equipment has suffered disaster, a warning message and the imaged image data immediately after the occurrence of the earthquake are transmitted to a monitoring center CS.;COPYRIGHT: (C)2010,JPO&INPIT
