PROBLEM TO BE SOLVED: To provide an SVC decoder using a minimum memory.;SOLUTION: A decoder circuit generates a first intermediate signal having a plurality of coefficients of a target layer and a plurality of coefficients of a base layer in accordance with a input bit stream. A storage circuit: (1) stores the first intermediate signal; and (2) transmits (a) a second intermediate signal having the plurality of coefficients of the target layer or (b) a third intermediate signal having the plurality of coefficients of the base layer. A processing circuit (1) switches many times between the coefficients of the target layer and the coefficients of the base layer while a frame is read from the storage circuit; (2) converts the coefficients of the base layer into base layer information; (3) buffers base layer information, such that the buffered base layer information has many subsets of a macro block row of a frame at any time; and (4) generates an output signal having a plurality of target layer samples in accordance with the second intermediate signal and the buffered base layer information.;COPYRIGHT: (C)2012,JPO&INPIT
