Provided is an emergency area presenting device capable of providing information indicating, on a per region basis, the transmission frequency of an emergency notification based on the communication history of a mobile terminal, and also provided is an emergency area presenting method. The emergency area presenting device (P) presents, based on an emergency notification transmitted from a mobile terminal, information relating to an area where the emergency notification has been transmitted. The emergency area presenting device comprises: a social sensor unit (U1) for receiving emergency notification information transmitted from the mobile terminal and including the present position information of the mobile terminal; a peta mining unit (U2) for generating, based on the present position information included in the received emergency notification information, a crime map showing the transmission frequency of the emergency notification information in each of a plurality of predetermined areas and a mobile demography unit (U3); and visualization solution unit (U4) for displaying the generated crime map.
