PROBLEM TO BE SOLVED: To provide an air-tight structure of a turning part, a bulk cargo handling device and a method for retaining air-tightness of the turning part capable of ensuring air-tight property by a relatively simple constitution which is cut off from a mechanism for turning in the turning part or the like of the bulk cargo handling device or the like for the bulk cargo generating an inflammable gas such as a natural gas hydrate.;SOLUTION: In the turning part 5 in which a turning lower part 42 is turnably connected to below a turning upper part 41, the air-tight structure by liquid-sealing is provided on the turning part 5. Further, a partition member provided on the turning upper part 41 is inserted to a liquid reservoir part 42d provided on the turning lower part 42, the liquid reservoir part 42d is divided to an inner peripheral side chamber and an outer peripheral side chamber, and it is constituted such that a liquid B is circulated at lower parts of both chambers.
