PROBLEM TO BE SOLVED: To create region data indicating not an administrative region determined for convenience but a region about which a user does not feel discomforts.;SOLUTION: A same name selection means 3 selects a name A indicating a region from a direction guide map database 12 which stores information written in a direction guide indicator installed in a road (link) near a junction (node) and collects all node-link information having the name A on direction guide indicators. A same name tracing means 4 successively traces nodes having the name A from a certain node along links on a road network, and when the means 4 arrives at a node which does not have the name A, a name interruption point storage means 5 stores the node as a name interruption point, changes the node to another node and repeats tracing.
