PPROBLEM TO BE SOLVED: To balance an information access request with the use efficiency of storage capacity in an information delivery management system. PSOLUTION: Electronic identification information corresponding to user identification information is generated for each piece of information and for each user and managed in a database (S12-S24), and access authentication information is issued in conformation to the electronic identification information (S26 and S28). When input of the issued access authentication information is received, the access authentication information is converted to the electronic identification information (S52 and S54), and authentication processing is performed thereto to check whether it is matched with that managed in the database (S56). Information operation is permitted when the authentication is successful (S60 and S62), and the electronic identification information is deleted and invalidated after completion of operation (S64).
