PPROBLEM TO BE SOLVED: To evaluate the skill of a worker under consideration of work items constituting the content of work process the worker can adopt when processing a subject. PSOLUTION: By extracting basic work hour corresponding to work items received as subject information out of a basic work hour database (that is, when there are a plurality of work items constituting the work process, a plurality of basic work hours are extracted corresponding to each work item) and by adding, for example, the extracted work hours respectively, the standard work hours indicating the standard time of labor required for processing the subject are calculated. Then, in order to compare the actual work hours received as subject information with the calculated standard work hours, for example, the skill at subject obtained by dividing the standard work hours by the actual work hours is calculated on every subject the worker is in charge of, and the work skill of each worker is calculated by obtaining the geometric mean of the calculated skill at subject.
