When an examinee answers a question contained in the question setting screen and selects a transmission button, the examinee terminal 11 transmits question numbers contained in the question setting screen, answers and the like to the skill management system 20. The skill management system 20 performs marking processing and, when the examinee fails, executes transmission processing of grade instructing to take the examination again.
