PPROBLEM TO BE SOLVED: To provide a technique for measuring an elongation percentage so that the measurement error of the elongation percentage caused by the measurement error of a length measuring roll is reduced as much as possible and a time responsiveness is made high. PSOLUTION: When measuring the elongation percentage which is actually imparted with a rolling mill 2 or the like, by calculating the variation ΔεSBV/SBin the actual result εSBV/SBof instantaneous elongation percentage and adding it to the actual result εSBL/SBof the elongation percentage which is calculated at a fixed long period by the same method as a conventional one, the actual result of the elongation percentage the accuracy of which is secured with some degree is obtained at a short time period.
