PROBLEM TO BE SOLVED: To generalize a support network with high effective force for safely supporting pupils when commuting to school at a low cost.;SOLUTION: A specifying part 1,702 specifies an optional base station among a plurality of base stations that can communicate with IC tags of pupils existing within a communication zone, and an acquiring part 1,703 acquires school commute information including the position of the specified optional base station and information about communication times when the optional base station communicates with IC tags. Then, a counting part 1,704 counts the number of pupils passing through around the optional base station for each prescribed time slot on the basis of the acquired school attendance information, a determining part 1,707 determines a base station and a time slot for arranging persons to patrol a peripheral area among the plurality of base stations on the basis of the counted number of pupils, and a notifying part 1,708 notifies the determined base station and time slot.;COPYRIGHT: (C)2008,JPO&INPIT
