PROBLEM TO BE SOLVED: To provide a new technology for achieving efficient encoding to a high frame rate video.;SOLUTION: Four model parameters are input which are described in a function to be used for estimating prediction error power in inter-frame prediction when performing encoding at a certain frame rate and on the basis of these model parameters, a secondary function is determined, with the inverse of the frame rate as a parameter, that is used for estimating motion estimation accuracy to minimize the amount of codes to be generated by encoding for fixing a distortion amount. A value of the frame rate to be processed is then substituted to the secondary function, thereby estimating motion estimation accuracy. An analytic theoretical model is constructed which represents a relationship between the frame rate and motion estimation accuracy, and suitable motion estimation accuracy for each frame rate is estimated using the model, thereby achieving efficient encoding to a high frame rate video.;COPYRIGHT: (C)2009,JPO&INPIT
