PROBLEM TO BE SOLVED: To provide: a digital mobile communication system capable of protecting a mobile terminal owner by preventing a communication from an unapproved partner; a digital communication switching method; and a communication switching control program.;SOLUTION: The digital mobile communication system includes a management DB wherein a telephone number of a mobile terminal, a telephone number of an administrator mobile terminal and a telephone number of a communication terminal permitted to terminate a call at the mobile terminal are correspondingly registered. A mobile communication switchboard includes: a connection control means for connecting a terminated call to the mobile terminal when the communication terminal is registered in the management DB and for connecting the terminated call to the administrator mobile terminal when the communication terminal is not registered in the management DB; an approval signal acquisition means for acquiring an approval signal after the terminated call is connected to the administrator mobile terminal; and a registration means for registering the telephone number of the communication terminal in the management DB when the approval signal is acquired.;COPYRIGHT: (C)2010,JPO&INPIT
