A method for synthesizing a catalyst that can convert a methane gas into a hydrogen gas with high efficiency at a relatively low temperature, which comprises: a palladium precipitation step of immersing manganese dioxide having a ramsdellite-type crystal structure with a palladium-containing aqueous solution to cause the precipitation of palladium on the surface of the manganese dioxide; and a heating treatment step of heating the manganese dioxide having palladium precipitated thereon in a reductive atmosphere to convert the manganese dioxide into manganese oxide Mn3O4 having palladium supported thereon.
