PURPOSE: An important certificate management device and an important certificate management system including the same are provided to prevent a loss and illegal leakage of an important certificate, thereby easily performing issue history and stock management with respect to the important certificate. CONSTITUTION: An important certificate management device(100) comprises an outer case, an information input part(120), cartridge modules(200), and a main control part(140). The outer case includes a discharge hole for the discharge of an important certificate. The information input part is equipped in the outer case in order to be exposed to the outside and receives input information for withdrawing of the important certificate. A plurality of cartridge modules is installed in the inside of the outer case and loads the important certificate with classification. The main control part is installed in the inside of the outer case. The main control part is electrically connected to the information input part and cartridge modules. The main control part detects a residual quantity of the important certificate and controls the withdrawal of the important certificate from the cartridge module in response to the input information transmitted from the information input part.
