PURPOSE: A terminal sensitivity estimation apparatus and terminal sensitivity estimation method using the same are provided to measure the accurate sensitivity of a terminal from a return graph by creating the return graph based on measured data.;CONSTITUTION: A BER(Bit Error Rate) calculation unit(120) compares each sampling signal transmitted to plural signal levels and response signal. The BER calculation unit calculates BER for the signal levels. A graph creation unit(130) creates the graph of code error rates for the signal level by using the BER for the calculated signal levels. A sensitivity estimation unit(150) determines the signal level corresponding to a standard BER by using the created graph.
