PURPOSE: A high-conductivity organic thin film which uses a liquid surface processing process and an organic solar cell manufacturing method using the same are provided to stimulate carrier extraction and accumulated hole reduction, thereby increasing charge mobility. CONSTITUTION: A conductive organic thin film is arranged on a substrate. The surface of the conductive organic thin film is surface-processed. The conductive organic thin film is a PEDOT:PSS(Poly(3,4-ethylenedioxythiophene) poly(styrenesulfonate)) layer. A surface processing process of the conductive organic thin film is performed using a dimethylformamide solution. A photoactive layer and an electrode are arranged on the PEDOT:PSS layer in which the surface of the PEDOT:PSS layer is processed with the solution.
