PURPOSE: An LED heat radiation plate and an LED lamp including the same are provided to rapidly emit heat of high temperatures generated in an LED by compartmentalizing the LED heat radiation plate into a top heat radiation plate and a bottom heat radiation plate. CONSTITUTION: An external frame(20) comprises a receiving groove accepting a heat radiation plate. A top heat radiation plate and a bottom heat radiation plate of the heat radiation plate are connected through an incline. A light-emitting diode module(50) is respectively attached to an upper end surface(40b) and a lower end surface(30b) of the front side(100b) of the heat radiation plate. A copper deposited layer is formed on the front side of the heat radiation plate. A carbon deposited layer is formed on the rear side of the heat radiation plate.
